Position Description

Reporting to the Chief Operating Officer (COO), the Chief Technical Officer (CTO) is responsible for overseeing all technical aspects of the company.

The CTO works with senior management to grow the company through the use of technological resources and is primarily responsible for the technical implements supporting the design, development, and evolution of EqualityMD’s data collection, aggregation, and analysis.

Additionally, the CTO’s role is to assure the successful execution of the company’s business mission through development and deployment of the company’s digital presence.

Daily responsibilities are centered around determining the necessary technical resources to manage the company’s development efforts and effectively managing the appropriate technological practices that enhance EqualityMD’s abilities to achieve its various business objectives. 

Responsibilities

Strategy & Planning

 

  •  In partnership with senior management, identify opportunities and risks for delivering the company’s services as a web-based business, including identification of competitive services, opportunities for innovation and assessment of marketplace obstacles and/or technical hurdles.
  •  Identify technology trends and evolving social behavior that may support and/or impede the company’s mission, objectives and success.
  • Evaluate and identify appropriate technology platforms (including web application frameworks and the deployment stack) for delivering the company’s services.
  • Lead strategic planning to achieve business goals by identifying and prioritizing development initiatives and setting timetables for the evaluation, development and deployment of all web-based services.
  • Communicate the company’s technology strategy to investors, management, staff, partners, customers and stakeholders.
  • Collaborate with the appropriate departments to assess and recommend technologies that support the company’s organizational needs.
  • Establish governance processes that meets or exceeds HIPAA, GDPR, government, partner(s) and company expectations for customer information privacy.
  • Direct development and execution of an enterprise-wide information security plan that protects the confidentiality, integrity and availability of the company’s data and servers.
  • Direct development and execution of enterprise-wide disaster recovery and business continuity plan.

    Participate as a member of the senior management team in establishing governance processes of direction and control to ensure that objectives are achieved, risks are managed appropriately, and the organization’s resources are used responsibly, particularly in the areas of software development, office networks and computers, and telecommunications.

Implementation & Deployment

  • As a member of the senior management team, participate in the selection and registration of the company’s website domain names, including any related, but unused, domains that could compromise the integrity of the business.
  • Maintain and optimize email service for the company (in the absence of a system administrator).
  • Select and set up a software revision control system and repository (in the absence of a system administrator).
  • Select and set up web-based internal communications systems, such as a Slack, wiki, blog, chatroom, project management, and bug tracking systems (in the absence of a system administrator).
  • Collaborate with senior management, User Experience (UX) consultants and potential customers to develop use cases (or user stories) and specifications that describe the implementation of the company’s services as a web application.
  • Review current best practices for the selected web framework and establish the initial architecture for the application.
  • Select and manage company staff (Project/Program Managers) or outsourced vendors who will implement the application.
  • Establish and supervise the umbrella software development process, setting short-term objectives and assessing progress as defined by the selected software development methodology.
  • Conduct reviews and specification conformance testing as defined by the selected software development methodology.
  • Establish and supervise a quality assurance process, including integration and system testing.
  • Review and approve proposed development releases and manage the release process.
  • Evaluate and select web application hosting providers.
  • Establish an application deployment process and supervise deployment to staging and production servers.
  • Monitor application performance and review any application failures in staging or production.
  • Establish and monitor a web analytics regime that measures site traffic and application usage relative to business goals with the Chief Marketing Officer (CMO).
  • Support the marketing process by providing implementation of technical requirements for Internet marketing and search engine optimization with the CMO.
  • Collaborate with a UX Designer and potential customers to prepare wireframes or mockups of a prototype of the company’s web applications.
  • As a member of the senior management team, participate in the selection of graphic designer(s) who will support the company corporate identity and the web application’s look and feel. Ensure that the graphic designer has sufficient web experience, follows guidelines established in the user experience design process, and delivers assets that can be easily adapted to web requirements.
  • Manage company staff or outsourced vendors who will implement a design as web pages using current technologies and conforming to web standards.
  • Assist in defining the company’s software development methodology.
  • Establish a specification conformance and testing regimen based on user stories and the user experience design.
  • Disseminate coding conventions and documentation standards.

Operational

  • Maintain up-to-date knowledge of technology standards, industry trends, emerging technologies and software development best practices by attending relevant conferences and reading widely.
  • Define and communicate company values and standards for acquiring or developing systems, equipment and/or software within the company.
  • Ensure that technology standards and best practices are maintained across the organization.
  • Share knowledge, mentor and educate the organization’s investors, management, staff, partners, customers and stakeholders regarding the company’s technological vision, opportunities and challenges.
  • Ensure company technical problems are resolved in a timely and cost-effective manner.
  • Supervise recruitment, training, retention and organization of all development staff in accordance with the company’s hiring process, personnel policies and budget requirements.
  • Establish standards of performance and monitor conformance for staff (through performance review) and vendors (through service level agreements).
  • Ensure the company’s internal technological processes and customer-facing services comply with community expectations, as well as applicable laws and/or regulations pertaining to privacy, security and/or social responsibility.
  • Promote achievement of the company’s business goals within the context of community collaboration by developing policies for sharing software code, technological innovation, business processes and other intellectual property.
  • Contribute to software development, standardization of technologies, and evolution of best practices by collaborating with peers outside of the company, releasing code, presenting at conferences and writing for publications (print and digital).

Qualifications

  • Bachelor’s degree in finance, business, computer science and/or other relevant field(s), or commensurate experience (required).
  • 10+ years of relevant data management experience, including architecting data management solutions and designing/developing data governance policies/standards (desired).
  • Strong project leadership and management skills to lead organizational change to effectively meet strategic and tactical goals.
  • Strong written and verbal communications skills; must be equally comfortable discussing tech Enterprise Information Management (EIM) strategic perspectives with executives and implementation details with operational staff.
  • Organizational/political agility with the ability to drive large, cross-functional data management programs involving coordination with multiple stakeholders.
  • Ability to help define and articulate the enterprise data management strategic vision and translate it into tactical, implementable steps.
  • Strong knowledge of the company’s industry and its challenges in the use of data and information.
  • Certification in data management and understanding of the various technologies of data management within an organization (desired).
  • Strategic decision-making skills with a high degree of latitude.
  • Able to work equally well both independently and in team-structured environments.
  • Possess a naturally affable disposition, measured degree of self-confidence and innate curiosity.
